Job Title: Instructional Compliance Specialist - Exceptional Education

Location: Walker Upper Elementary School 

Reports to:  Principal

FLSA Status: Exempt

 

Summary:

The  Instructional Compliance Specialist (ICS) coordinates special education services for students with disabilities at the secondary level to optimize student learning in the school environment.  Serves as the assigned school’s lead special educator and curriculum leader, exemplifying knowledgeable and professional conduct in addressing the learning needs of students with disabilities.  Coordinates screenings, meetings, testing and transportation for individual students.  Provides school-based professional development and support aligned with division improvement goals to special education and general education staff in special education procedures, regulations, differentiated instruction and assessments. Supports research-based instructional practices to improve achievement of special education students in classrooms. Requires timely and thorough handling of sensitive information and dealing tactfully with others.

Essential Functions:

  • Maintains a caseload and and monitors progress on IEP goals of students on the caseload
  • Monitors and ensures adherence to policy, procedures, timelines and regulations regarding the special education process. 
  • Receives and screens special education referrals. 
  • Schedules all special education screenings and eligibility meetings. Facilitates / coordinates screening and IEP meetings (initial, annual review and revisions), eligibility paperwork for special education and transitions for students.
  • Coordinates testing to remain in compliance with federal timelines and requirements.
  • Coordinates thorough and timely scheduling of special education transportation.
  • Writes and assists teachers’ writing of Functional Behavior Assessments and Behavioral Intervention Plans and assists with efforts in the school to employ positive behavioral interventions and supports in efforts to reduce suspensions of students with disabilities.
  • Administers diagnostic tests.
  • Maintains knowledge of SOL and alternative assessment (eligibility requirements).
  • Supports testing coordinator with testing accommodations and alternative assessments for students with disabilities.
  • Collaborates with the division special education office to provide professional development to school staff regarding online IEP programs and the student information system. 
  • Ensures timely and accurate student data entry; maintaining current student enrollment information; monitors development of IEPs online and in the student information system.
  • Collaborates with the division special education office to provide ongoing professional development and support to special and general education staff in special education procedures / regulations, collaborative model, differentiated instruction, data collection, and analysis and assessments.
  • Collaborates with the division special education office to provide supplemental professional development for new special education staff. 
  • Accesses and analyzes student performance data to address instruction that can improve student performance.
  • Shares and models use of research-based instructional strategies with staff to ensure quality instruction.
  • Assists in the development of the school’s master schedule to ensure support of the students’ instructional needs in regards to staff resources. 
  • Maintains effective communication with special education specialists, liaisons, and other support staff. 
  • Conducts classroom observations that address student learning needs and promote quality instruction.
  • Collaborates with case managers to ensure the transition needs of students are addressed to provide opportunities for students to be college and/or career ready.
  • Based upon individual school need, incumbent may be required to:
    • Teach content, process and application skills; Plan instructional program; demonstrate skills, assign and evaluate coursework.  Administers methods to evaluate progress.  Records progress and issues reports to students, parents and administrators.
  • Serves as, and performs all duties associated with, the department chair role for assigned building.
  • Performs other duties as required.

Possess effective interpersonal communication; independently prepare clear,  concise communication; analyze situations and formulate effective responses; balance and optimize skills and contributions of others; create an atmosphere that allows others to share expertise; promote positive solution-oriented communication; possess comprehensive knowledge of regulations governing programming for students with disabilities and understanding of the processes of service delivery and instruction; possess comprehensive knowledge of multi-tiered systems of support and Child Find processes; act proactively in addressing needs and assistance to others; ability to assess multiple tasks or projects to develop processes to address them; equitably and effectively assign responsibilities to others to accomplish projects; anticipate and identify potential program situations and develop strategies or policy for resolution; participate in setting strategic priorities in exceptional education; demonstrate knowledge of high-leverage practices; understand how to integrate technology into instruction to extend and enable opportunities beyond the traditional learning environment.

 

Education and/or Experience:

Must hold a valid Virginia Collegiate Professional License or Postgraduate Professional License with an endorsement in a special education concentration and three to five years successful teaching experience. An endorsement in Administration and Supervision is preferred.

 

Physical Conditions and Nature of Work:

Typically, the job is performed in an office setting primarily using computer office equipment.  Frequent travel to schools and occasional state-wide and regional travel is required.  Attendance at meetings, both during the school day and beyond, is required. There is frequent interaction with principals, teachers, other central office leadership and the public. Other physical activities are required, such as, but not limited to bending, stooping, reaching, and grasping.  Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, visual acuity is required for monitoring and determining needs; this position is subject to inside environmental conditions, noise, and hazards. The job generally requires approximately 80% sitting, 10% walking and 10% standing.  

 

Evaluation:

The Instructional Compliance Specialist - Exceptional Education  is evaluated by the Building Principal.
